Seoul was the first metropolitan government in Korea to run this, framing it as protecting pedestrians' right of way and vendors' right to trade at the same time. Stalls that meet the conditions receive a formal road-occupancy permit, and the operator pays an occupancy fee.

Foreign visitors can reclaim the value-added tax and individual consumption tax paid on goods bought in Korea. It runs as two systems: an immediate refund deducted at the till, and a general refund claimed after buying at the tax-inclusive price.
